History
S.T.O.R.M 4 delivers bespoke consultancy and specialist event services led by seasoned specialists from both the public and private sectors. We set the standard in Event Safety, Security, Crowd Management and Counter Terrorism Risk Management offering practical, future-ready solutions through consultancy, certifications, qualifications, and tailored training.
Founded in 2017 by Steve Blake and Garry Jones, STORM has built a strong reputation, delivering results for top venues, festivals, corporations, and businesses.

Management Team

Steve Blake
Director & Event Safety, Security & Crowd Safety Specialist
Steve is an Event Safety, Security and Crowd Safety specialist having over 40 years experience in the events and security industry and has undertaken numerous senior roles, including Safety, Security and Crowd Management Manager for the Tour de France (Stages One and Two of the UK Grand Depart), the world’s largest annual sporting event, returned to Glastonbury Festival in 2017 as part of the Senior Crowd Safety Team and the Safety, Security and Crowd Management Consultant Role for the National Armed Forces Day National Event, He was also the Crowd Management Consultant for COP 28 in Dubai, also dealing with operational delivery. He operates in senior roles directly to clients as a tactical advisor/troubleshooter for live events and as a planning and tactical consultant for major festivals, sporting events, conference centres, and music venues/arenas.
He was Vice Chair of the UKCMA (United Kingdom Crowd Management Association) for five years until March 2024, and is still a Member of the UKCMA Strategic Development Group. He is a Member of SAGE (Safety Advisors Group in Entertainment) and is listed on the UK Register of Independent Security Consultants. Has also sat on the Event Industry Forum, the DCMS Event Industry Board Working Group and the Security Industry Authority Event and Festival Group, the National Events Intelligence Unit (NEIU) Industry Forum, and stepped down after 3 years on the IOSH Sports Ground and Events Group Committee. He still represents UKCMA on MASA (Multi Association Security Awareness Group).
He holds an SIA Close Protection License and specialises in high-risk response operations and training. Overseeing and assessing Security and Crowd Management operations for clients.
He is a lecturer at the University of Cumbria on the Counter Terrorism Risk Management Diploma (Level 6) and also teaches and lectures internationally on event safety, security, crowd management, and special operations.
His favourite place is in the middle of an event field, bringing order to chaos.

Garry Jones
Director & Counter Terrorism Risk Management Specialist
With 30 years, extensive Police Service he has an in-depth experience of managing and delivering High Risk Events, Contingency and Emergency Planning. An experienced Counter Terrorism Security Coordinator (CT SecCo) with significant practical experience in high risk events including: Protected visits (Ministerial and Royalty); Olympic Torch Relay, NATO Summit, Champions League Finals.
A Trainer, Assessor and Internal Quality Auditor, and remains the Lead Assessor/Course Director for the UK Police Counter Terrorism Security Coordinator (CT SecCo) training since 2012 including delivery to UK and International Police Forces, Military and FCO. He has trained in excess of 80 percent of all operational police CT SecCos within the UK. He designed, delivers and assesses on the Level 6 Advanced Diploma in Counter Terrorism Risk Management at the University of Cumbria. Garry is a full Member of the Security Institute and a Board Member of UK Police National Counter Terrorism Security Coordinators Board. He has numerous Emergency Planning College and Police College certifications.

Phil Boardman
Executive Counter Terrorism Risk Management Specialist
Phil Boardman is a Counter Terrorism Security Coordinator with extensive experience in Counter Terrorism Security Operations delivering a wide range of proportionate security plans for high profile events including: working with Her Majesties Government on National Political Conferences; the visit of Her Majesty The Queen to the Grand Central complex in Birmingham; Major Sporting events, including The Olympics ; Rugby World Cup and ICC Champions Trophy; and numerous armed Close Protection operations for Government Ministers and Royalty.
Phil works with Garry Jones from STORM 4 Events Ltd as a fellow Instructor, Lead Assessor and Course Director of the UK Police “Counter Terrorism Security Coordinators” courses delivering to UK Police; Military; The Foreign and Commonwealth Office and overseas Police forces. He is a Board Member of UK Police National Counter Terrorism Security Coordinators Board and holds numerous Emergency Planning College and Police College certifications.
