System 2 thinkers in Counter Terrorism
The STORM CT Risk Management team focus on what’s termed System 2 thinking, which in essence results in no knee jerk reactions and proportionate mitigation.
System 2 thinking is more deliberate, analytical, and effortful way of thinking. System 2 thinking actively engages in reasoning, problem-solving, and critical thinking. It’s used when making complex decisions, solving unfamiliar problems, such as the Terrorism Risk and mitigation, or when you need to override an intuitive, automatic response that may be biased or incorrect. System 2 thinking helps in achieving more accurate, rational judgements.
Qualified Reassurance
We have trained over 80% of the UK’s Police Counter Terrorism Security Coordinators and developed the first university program in Counter Terrorism Risk Management. Our expertise is very well-established in this complex field.
Strengthened Negotiation
Protective security terminology can be complex and open to misinterpretation, making negotiations challenging and unbalanced. With less ability to challenge unnecessary or costly security measures, you may face disproportionate requirements.
We help you navigate negotiations by applying precise language and expertise to strengthen your position.
Protects the asset proportionately
No knee jerk, disproportionate costs – only well-justified mitigation, assessed for proportionality, ensuring effectiveness and efficiency.
Reduces legal and reputational risk
Well-documented, justified decisions show robust CT risk management, providing strong legal and reputational defence.
Defendable process
Both actions and inactions matter, as they reflect a clear rationale for decisions and support a strong auditable record. If its not written down – you didn’t think about it! The use of the CTRM enhances efficiency and cost-effectiveness.

“Management should, whenever required, seek guidance from ‘competent persons’ who have the relevant qualifications, skills and experience to undertake the various roles on their event, from planning and delivery at a strategic, tactical and operational level”
“The work that was conducted on the 2015 event then opened the door for Face to work with the City to move the footprint to the heart of the City for 2016, with a profile footprint, 20,000 spectators, with the integration of stakeholders including the City of London, City of London Police, TFL and LAS, were key to the successful and on the day delivery. Storm’s ability to integrate very complex events into already complex environments regarding both safety and security is recognised by ourselves, the City and City of London Police, which has allowed us to secure the event for a further 3 years. There is no doubt that the work that was undertaken proved to be vital within this decision.”
“Garry, the Champions League Final of 2017 experience is one that I will never forget. To have delivered what we did, so successfully, within such a timescale, against a severe threat level and in a caldron of media speculation and scrutiny was outstanding. I would always look to use your professional expert advice …. at any international major event venue I was to lead security advise for. What you personally did and the manner in how you did it I will always be grateful for.”
“Steve was Event Safety, Security and Crowd Management Manager and a central Member of the TdF Hub Team for the Tour de France 2014. His professionalism and expertise were a major asset to delivering this event.”
